2" oars won't fir into 2" oarlocks?

Another newbie question from a rookie boat builder...I bought some 2" open horn oarlocks and leather collars from fisheries supply to go with 2" Barkley sound oars...but they simply won't fit...fisheries supply wrote me that I need to use round closed oarlocks with 2" oars but then I can't use a collar...any ideas?

None of the oarlocks that Fisheries sell are adequate for a Drift Boat. You need a 5/8" shaft. You can Google them or NRS sells some.
