How to mount oar locks on a boat without an inside sheer rail?

Hello everyone,

I purchased plans online for a 13 ft drift boat and have been building with my father-in-law on the weekends for about a year now. I did very little research prior to purchasing the plans and have some regret. 

This boat is built much differently than any of the beauties I've seen on this site and the works of art I saw at the McKenzie River Boat Festival this year. 

I'll get to the point: The plans do not have any info for inside sheer rails. Can I attach the oar locks without them? If so, does anyone have a suggestion on how to do it properly?

Couple ideas. You can make a wood oarlock block and bolt it to what you have there on the top. I made a couple blocks to fit inside my rails, but it could be made to go inside or outside of the rail you have.

This guy has a glue and stitch with not much for a rail, and he needed the oarlock raised up so he made a wood upright board and went with a metal oarlock bracket
