In 2018 I built this boat. I used 3m 5200 in between the handrails and the side of the boat. Overtime the hand rails developed cracks and it was time to replace them. As I attempted to remove the handrails the adhesive pulled the first layer of the plywood off with the hand rail.

I am quite discouraged and don't know what to do now. 

Has this happen to anyone else? Does anyone have advice for me going forward?

Not as big a problem as you may think.  Get some West System epoxy and some fiberglass cloth or tape (2 or 3" wide).  Scrap and sand (60 or 80 grit) off all the loose plywood and glue. Lay down what layers of cloth or tape you need to build up the 1/4" missing plywood. Using some 407 faring compound fill in any low spots.   Sand the top square and sides smooth . Apply new handrails. Done!
