Just ball park 2200.00

Epoxy, glass, plywood paint etc.

Trailer 1500 plus

Oars, 250 - 400

I agree with Larry's estimate. You can change the numbers a few hundred dollars one way or the other depending on paint, wood selection, oars, etc. But this is the right ballpark number. Shipping for plywood could be expensive if you can't find it local. That is likely the only big gotcha depending on plywood supply in your area.
thanks guys.

thats not to bad. i live on vancouver island so the wood comes cheap :). thanks again
Well, and then there is the Brad Dimock way -- http://riverstouch.com/DimockAndDierker.htm
Steven,

Check my blog. Just finished a 16x48 from Rogers plans. First row today!

under $1600 for the entire thing minus oars, trailer.

My blog has all the details, wood, design decisions, etc... pretty run of the mill meranti boat.
