Should the easey lift bolt be attached above chine batten or can it be attached flush with the bottom?

Thanks Randy. Gotta get back after the boat. Been tying flies, ice fishing and skiing. Not enough hours in the day. Going Crappie and Bluegill fishing Sunday. Want to do some back country skiing but we are having a mild winter when it comes to snow. Had some cold weather but then it rained which did a number on our snow base, and I'm in lake effect (Ontario) country. Doesn't usaully rain here in January.

I attach it flush with the bottom so the boat doesn't roll off of the eye bolt and smack the bottom edge with the trailer roller.
