Hardwood dowels and epoxy, just not red oak. Just a snug enough fit that epoxy will have a small space to glue the dowel in. You don't want a entry point for water into the plywood.

No, just plain old epoxy. It will adhere the dowel to the plywood and seal the plywood. On woodenboatforum.com a boat restorer just epoxied in 2500+ bungs in his sailboat with epoxy.

Robert,

Nice looking boat!

Wet the hole and the plug/dowel with mixed epoxy and then add something to thicken the epoxy to act as a gap filler.  Make sure you get a good coating and then wipe up the excess before it sets up.  You can use wood powder, talcum powder or one of the epoxy manfacturer's additives to thicken the epoxy.

You don't want to just use mixed epoxy, as it doesn't fill gaps well enough.
